Data Protection Policy
In accordance with the applicable provisions on personal data protection in the Principality, the information gathered through the Website is collected by the State of Monaco/Digital Services Department acting as Data Controller, for the following processing operation: "Management of the Prince's Government websites".
The processing operation enables the following features:
- Dissemination of any information relating to Government action or useful to citizens.
The processing operation is justified by:
- The consent of internet users for all features requiring a subscription: forums, private areas, newsletters, etc.
- A public interest purpose in accordance with the missions of the Digital Services Department as provided for in Sovereign Ordinance No. 7,995 of March 12, 2020 creating the Digital Services Department, and notably the mission "to ensure the overall coherence of the administration's online landscape, including online services and websites".
- The pursuit of a legitimate interest by the Administration, notably to allow it to promote and disseminate information or to provide Users with downloadable, enforceable electronic forms, and to provide means to contact Administration entities electronically pursuant to Sovereign Ordinance No. 3,413 of August 29, 2011 on various measures relating to the relationship between the Administration and citizens.
The information processed within the scope of the Website's features is solely intended for authorized personnel of the Administration's departments (Digital Services Department) and authorized personnel of the website development provider within the scope of their duties. This information is not shared for commercial or advertising purposes.
The Prince's Government websites collect data as follows:
Collected Data
- Identity: Last name, first name, title, preferred name
- Contact details:
- Phone number (optional), email address
- Type of request, user's message
- Identification data: ID of the recorded request (saved in the back office)
- Timestamp data: Date the form was sent

- Data relating to the HTTP request header, including the user's browser, origin, and referring website
- Date/time of the request
- Version of the widget used
- ID of the Administration account for the Administration's website
- Hash value (one-way encryption) of the incoming IP address (the IP address itself is not processed, only the hash value is recorded)
- Number of requests originating from the (hashed) IP address per period
- Response to the arithmetic problem solved on the visitor's computer

Certain information requested on the Website within the scope of certain Features is mandatory. Failure to provide mandatory information within the collection forms (fields followed by an *), will prevent the User from accessing the specific Features offered.
The information processed within the scope of the websites is intended for the Administration and is not shared for commercial or advertising purposes.
In accordance with Articles 10 et seq. of Law No. 1.565 of December 3, 2024 on personal data protection, each data subject affected by the processing operations implemented by the Administration has:
- A right of access (Article 12)
- A right to rectification (Article 13)
- A right to restriction of processing (Article 15)
- A right to object, in cases where the processing implemented is based on the existence of a public interest purpose or is necessary for the pursuit of a legitimate interest (Article 17)
- A right to erasure, portability, and the option to withdraw consent at any time, if applicable to the processing operation concerned.
It is specified that when personal data is processed for scientific or historical research purposes or for statistical purposes, the data subject has the right to object, on grounds relating to their particular situation, to the processing of their personal data, unless the processing is necessary for the performance of a mission carried out in the public interest by a private legal entity vested with or holding a concession for a public service, or falling within the exercise of public authority vested in the data controller.
This processing operation is not subject to a decision producing legal effects concerning the data subject or significantly affecting them, taken solely on the basis of automated processing, including profiling.

In accordance with Law No. 1.565 of December 3, 2024, the data subject exercising their rights may be asked to prove their identity by providing a black and white copy of a photo ID document.
The copy of the ID document is deleted once the request has been closed.
The communication of information within the scope of the right of access is fulfilled within one month following the request.
Data subjects may refer the matter to the competent data protection authority (apdp.mc) if they consider that the Government has not respected its commitments regarding the exercise of their rights.
